Combatting SNAP Benefit Theft: Authorities Take Action to Protect Recipients

In recent months, Illinois has witnessed a significant rise in Supplemental Nutrition Assistance Program (SNAP) benefit thefts, amounting to over $4.5 million lost between October 2023 and March 2024. These thefts primarily involved scammers using skimming devices at grocery stores and ATMs to illegally access and steal user data from SNAP beneficiaries.

Recognizing the seriousness of the issue, Illinois authorities have taken proactive measures. A new legislative requirement introduced in January calls for the Illinois Department of Human Services (IDHS) to meticulously track and report these thefts. 

This new mandate necessitates that the IDHS keep a detailed record of theft reports from SNAP recipients, the amount stolen, and the specifics of how and where the thefts occurred, wherever possible.

Starting from December 2022, the IDHS began collecting data on instances of fraud and theft related to SNAP benefits. They are required to provide annual reports on their findings, with the first report having been issued on January 1, 2024.

Moreover, the law empowers IDHS to work closely with the State’s Attorney to address instances where theft has been unquestionably proven, particularly those involving card skimming and similar fraudulent tactics. This collaborative approach is designed to bolster the prosecution efforts against the perpetrators of such frauds.

Illinois has approximately 2 million SNAP recipients, according to IDHS data from 2021. The financial and emotional impact on those affected—often some of society's most vulnerable individuals—is considerable. Senator Mattie Hunter of Chicago has voiced strong advocacy for safeguarding these benefits, emphasizing the necessity of maintaining access for those in need.

For individuals who suspect their data or benefits were compromised after October 1, 2022, IDHS has set up avenues to file a replacement claim through its website, by phone, or via paper claim at local IDHS offices. However, it is critical to note that stolen benefits won’t be replenished after September 30, 2024.

IDHS advises beneficiaries to take preventive measures such as frequently changing their PIN, not sharing their PIN with others, and using features like card freezing/unfreezing and blocking out-of-state transactions through ebtEDGE or the Illinois Link Card website.
